 Actually, this is for setting an option under the Site admin -> Options
 page as to how may different media buttons to show. by default, it just
 shows one general one, the other ones can be enabled with a checkbox.

 Still needs to be determined if the option is staying or not. I vote it
 does. People use it, because not all site owners want all the media
 buttons shown on member blogs.
