 I don't mind it only picking 14 items to show in the menu, that's great.
 What I dislike is that the menu that actually appears is not the same as
 the one that's shown in the settings.  The menu that appears is all the
 Pages, not just the 14.

 Then I guess it's that that makes no sense.  It shouldn't be falling back
 *and* creating a Menu 1. It should be doing one or t'other.

 Confirmed.  With a full "Menu 1" none of the menu edit/delete options are
 working (In IE6.)

 So long as it's presented consistently I don't mind either way.
