 What issues specifically?[[BR]]

 > By default the system seems to generate "Menu 1", with everything in it.
However, with a large number of Pages, when you visit the Menus setting
area, only the first 14 are shown. There's no way to see the rest of the
 manu on this settings page.

By default, if you don't have any menus, it grabs the first 14 pages and
creates a menu out of it. It's there just to get you started. Perhaps this
could be modified to show all.[[BR]]

 > Secondly, the 14 that appear in this list are not the same 14 that
appear first in the menu as shown on index.php when you visit the site.

Probably because when you don't have any menus, it uses the fallback
 wp_page_menu() function.[[BR]]

 > Thirdly none of the delete buttons seem to work.
Can you reconfirm that they are not working? Try reloading the page. The
delete button works fine on my end.[[BR]]

 > And lastly no matter what else I try do with regards to creating new
menus, the menu 1 comes back, full of everything.
As I said above, if you don't have any menus, WP creates 'Menu 1'
automatically. If you create a new menu, you can delete 'Menu 1'.[[BR]]

 > I think this could all be pretty confusing. Heck, I'm confused and I've
been using WP for years now.

Maybe WP shouldn't create a default menu automatically. Ryan built this in
so we'll see if he has anything to say.
