 If there is going to be a special automatic MU > 3.0 upgrade path, then
 including it there makes sense. I just don't see the point in adding a
 legacy wp-content/blogs.php file to standard installs if we can avoid it.

 Perhaps the solution would be to include it in the package, but remove it
 (or don't copy it over) when we're not MS, when blogs.php doesn't exist?
 update-core.php can easily take care of that.
