 There is and encoding issue since r13338.

 In nav-menus.php, category names saved in UTF-8 are displayed as
 ISO-8859-1.  To reproduce:

  *  Rename one of your categories to, say, Новости or Ειδήσεις (Russian
 and Greek for News).
  *  Go to Appearance, Menus
  *  Go to Add an Existing Category, and click Show All
