 It does use the existing ones that are there. It adds any SALT/KEY that is
 missing to the generated wp-config.php. When this was happening with MU,
 the affected site admins were getting the SALT/KEY warnings and adding the
 recommended constants to their wp-config files.

 Removing the constants from the generated file and showing the warnings
 when the admin turns on the network functionality will not resolve the
 issue.
