 The text widget is semantically meant for TEXT. Yes, HTML could be
 included, but no I don't think it's proper to assume that a text widget
 should be parsing shortcodes too. That introduces the possibility of all
 kinds of nefariousness, particularly on WPMU/WPMS installs
