 This wasn't included in the features for 3.0 b/c of the focus on the
 merge, so I don't think anyone is working on a patch. The last time we
 talked about it, I thought we were talking about a welcome screen for
 first-time installs, that would basically be more of a guide to how to use
 WP, maybe with a progress indicator on the Dashboard or something. This
 sounds like a separate idea, to be kind of a welcome back post-upgrade
 feature. I haven't heard that talked about before, though I might have
 missed it.
