Comment:

 I strongly disagree with the assertion that plugin authors must provide a
 Donate link in two separate plugin files.

 I believe Otto represents an extreme edge case, in which a plugin author
 only wants to display a donate link on either Extend or the Manage Plugins
 page (but not both). Further, I believe that the vast majority of plugin
 authors who provide a Donate link a) want to provide only one Donate link
 in only one plugin file (not in two separate files), and b) want their
 Donate link to appear on both Extend and the Manage Plugins page.
