 No, this needs to be separate, because not all users want those two
 different spaces to contain the same link.

 Furthermore, some people may not want that link to appear on the Plugins
 Management page, but do want the link to appear in the Extend section (I
 myself fall into this category with a few of my plugins). Therefore it
 must be separate.
