 [attachment:11644.13.diff] is a feeble attempt at cleaning up bits of ms-
 functions.php. Removes two functions that were both aliases of
 strtolower() and were both attached to the same filter, also fixes
 get_sitestats() which never used the cache it generated for a user count
 due to a typo. Merges a few other MS hooks into core with is_multisite()
 checks.
