 The Plugin Download Count doesn't appear to be exactly doubling because I
 do see odd numbered counts.  If it were doubling, you'd expect only even
 number counts.  I had an email exchange with Otto and he too thought the
 counts he was seeing also looked odd, but that it might have something to
 do with some issues around Zip file creation during the download process.
