 It would be great if we could translate a plugin's name and description.
 One idea might be to add a my_plugin_dummy_function() to the plugin, and
 in there just have two calls to __() with the name and description, so
 that they get added to the .pot file and translated, and have the
 translation domain in the plugin header (like I18N Domain: whatever), and
 then have the admin panel that displays the list of plugins load the
 translations.
