 15829.002.default-on-ms.diff looks good. We're sticking with the defaults
 per the top of the ticket.

 As discussed in IRC, let's change the preference names to
 show_admin_bar_front and show_admin_bar_admin. Now that we aren't
 inverting the meaning of the prefs depending on context, we can use a less
 generic name.
