 Added patch for `$ssl` argument to both functions. Modified `wp-
 admin/network/site-info.php` to have a UI for this flag.

 `install_blog()`, `wpmu_welcome_notification()`, and
 `wpmu_activate_stylesheet()` were left alone, and will autodetect SSL.
