 deactivate_plugin hooks ARE fired when you deactivate the plugin from wp-
 admin/plugins.php, but NOT from wp-admin/edit.php?page=Plugins

 this feels inconsistent, and should probably fire when deactivated through
 either method.

 WP 3.0.3 multisite (from WPMU upgrade)
