 I would like to place a menu item above appearance however the spacer is
 directly above the Appearance menu item at 60, the spacer is at 59, just a
 simple request to appropriate more space that is empty, 55 for the spacer
 and keep the appearance 60 giving 56,57,58,59 for add_menu items above 60
