 From the Plugins -> Add New menu, searching for plugins sometimes gives
 odd results.

 The most recent one I noticed is when searching for "Contact Form 7". The
 Contact Form 7 plugin shows up 16th on the list.

 Suggestion: If a search term matches the name of a plugin exactly, that
 plugin should be top of the list. Or, more generally, the name of a plugin
 should be given more weight in results.

 It looks like plugins which include the phrase "Contact Form 7" in their
 descriptions are being ranked higher than the plugin with that as its
 name.
