 If you have to add this to core then *please* add an option to turn it
 off.

 I'm personally not keen on this. WordPress users will update if they log
 in and won't if they have stopped using their site. Emailing both about
 updates will results in one of 2 responses in the main, either "I know
 there's an update, I'm on it" or "I don't care, leave me alone".

 Perhaps a good example where aiming to be helpful will just annoy most
 users - much like Windows reminder dialogues!!
