Comment:

 I think we should consider moving these fields to a new screen.

 Also, it might be better to instead introduce an add_sites cap. We did
 this with manage_network_* caps as well. They aren't defined and super
 admins simply inherit them, but it allows for customization via the
 capabilities API.
