 I got tired of trying to understand the root of this problem, so I just
 attached what works for me.. A $match = urldecode($match) in
 WP::parse_request()

 Again this might be a completely wrong fix, and not backwards compatible,
 but it seems to work for me with all tested characters (scandinavian,
 kanji, hebrew and cyrillic). «hello» works too.
