 The new Navigation Menu should really allow automatic inclusion of pages
 regardless of whether they are top-level pages or not.

 It wouldn't make sense creating a primary navigation if not every page
 could be automatically added. And sure, you can use wp_list_pages() or
 whatever for that, but this feature is still great for managing order and
 possibly adding links that are not directly connected to pages.
