 I agree with "if Cyrillic letters in username are still unsupported,
 perhaps there should be some error message during the installation".

 Or WP should not allow you to create such a username at all [instead of
 silently deleting Cyrillic characters]?

 Perhaps WP should make a check if only Latin letters are used, and if not,
 then let the user know that only Latin letters should be used for a
 username, and do not allow to continue unless Cyrillic and/or other
 characters are inserted into a username field? Then allow to continue with
 install...
