Comment:

 I have not been able to duplicate this issue, at least not on HEAD nor on
 revisions 13500, 13600, 13700, 13800, 13900, 14000.  Fresh install
 installs were used in all tests.

 Install WP, log in, go to Links->Edit Links (Just clicking on the Links
 parent menu item takes you here).

 I even added debugging directly before that array_map call and $value was
 always an array.
