 That said, removing Akismet will be more difficult, as that is actually
 used by a lot of people on svn, versus say classic and default. Ignoring
 externals on packaging would need to leave Akismet for now.

 I think the long term goal is a core plugin for spam (that includes
 Akismet and other services as well, IIRC). Then we could stop packaging
 Akismet in core, and phase it out as an external.

 Bottom line is, we'll need to take this in steps.
