 I think this is a promising idea.  Since it can be implemented via plugin,
 why don't you create the plugin and get a few theme developers to use it?
 Getting their feedback while it's still relatively malleable (in other
 words, as a plugin rather than in core) and seeing it used in practice
 would be among the best ways to demonstrate its worth as a core feature.
