Comment:

 I had to deactivate the plugin DB Cache Reloaded. But that alone is not
 enough: I had to remove two files belonging to this plugin:

  * `/wp-config/db-config.ini`
  * `/wpconfig/db.php`

 Now the issue is solved for me. Perhabs you should include this info in
 the WP-upgrade-instructions.
