 As ''WP_ALLOW_MULTISITE'' must be defined on wp-config.php before creating
 a Network, many users will be unaware about how to start using this
 feature.

 I think the basics about Networks should be on the first Options page
 available (just pointing about how to enable it; or to the Network page on
 Tools).

 It's just a suggest, so feel free to improve/suggest/bury it
