 In comment notification emails there isn't a full link to the actual
 comment. If a post has a large number of comments, having a permalink with
 anchor ID to jump to the exact comment would be a nice improvement.

 Currently, the email provides a link to the main comment anchor
 only:[[BR]]
 {{{http://example.com/2010/02/03/hot-air/#comments}}}

 The improved link would be to the exact comment:[[BR]]
 {{{http://example.com/2010/02/03/hot-air/#comment-6}}}
