 I'm sure there are more, but I have noticed that...

 get_comment_author_link()
 wp_tag_cloud()

 ...use single quotes for their html attributes

 If the reason for this is to allow for " characters within html attribute
 values, refer to ticket [http://core.trac.wordpress.org/ticket/10844
