Comment:

 The behaviour (and the code) there was changed. Now it moves the newly
 added category together with all parents at the top of the list and
 reloads the whole drop-down in Add New Category rather than using JS. This
 also fixes the script timeouts on page load for blogs with thousands of
 categories.
