Comment:

 We discussed this in the Oct 22nd dev chat and the consensus reached was:

  * Leave the notification by email for a single blog to a plugin.
  * Revitalise the announcements list and use it for every release.
  * Improve the copy in the default post to point to the announcements list
 and remind people to keep updated.

 Therefore closing as WONTFIX.
