 4529-tweaks-alt.diff is an alternative to 4529-tweaks.diff.

 Instead of making all notices fade out as soon as a new one is displayed,
 it makes no notice ever fade out (consistent with other notices across
 WP).

 All other tweaks are the same in both patches.

 Please commit '''one or other'''; not both!
