Comment:

 New patch no longer dependent on WP functions.  It gives a PHP error if
 WP-CONFIG is defined true.

 Westi -- I agree user education is key, but that's exactly what this is.

 I do think the message could be improved with a URL for further
 information.  What address would be best to put in there though?
