 Just to quickly add my two cents, I've done some work for companies that
 need to meet rather strict accessibility guidelines.  For example,
 [http://www.nationaltechcenter.org/ National Center for Technology
 Innovation] is partially government funded via education grants.  They
 absolutely *must* have alt text for every image.

 We really need to allow users this functionality.  I'll try to post more
 specific thoughts on it later, but there's definitely a need out there.
