 Philosophically, I endorse Perl's  "no unnecessary limits".

 However, from usability perspective, it's better to enforce a max level
 constraint.
 Believe it or not, some power users with >500 comments per post have been
 using 12 levels for a long time.  So I think increase it to 20 is a
 reasonable alternative
 for the near future.
