 As I thought, I raised similar issues a while back as #8468 and #8492

 Essentially, this problem exists whereever we have a drop down of
 potentially infinite length.  Some sort of logic should be used to limit
 records that are returned to a pull-down menu. Whether that means that for
 large numbers of records they have to be LIMITed and split by some
 criteria, I am not sure.
