 As a crusty old telecom engineer who has implemented way too many ITU
 specs, I say let everyone use UTC.  :-)

 We already mention UTC in the timezone setup, let's stick with it.  We can
 link to the wikipedia page from the UTC in the "UTC time is" text to
 introduce those who are unfamiliar.
