 Following up on yesterday's IRC discussion, in order make trac keywords
 and properties something useful again, I'd like to suggest the following
 change to the trac permission set:

  - Drop TICKET_MODIFY from authenticated group
  - Add TICKET_APPEND to authenticated group
  - Grant TICKET_MODIFY to trusted bug gardners
