 Imo, the fields should be used by WP, as early as 2.9.

 The required field should be used to prevent the activation of a plugin
 that won't work. And the tested up to field should a) be used to
 deactivate the plugin before core upgrades and b) pass a warning (using
 js, for instance) when the user tries to activate it.
