Comment:

 Got some comments from a user of my plugin that does this same basic
 thing, saying that his version of PHP has the necessary functions to get
 the list of timezones, but they don't return anything. Not sure why yet.

 Suggest that we add a filter for the wp_timezone_supported function,
 allowing this to be manually disabled for edge cases like this.

 Patch coming right up.
