 Your once per year visited page is others' several times per day visited
 page...

 I've a plugin in particular, that adds a special sidebar which allows to
 configure widgets that can then be inserted into posts and pages. When
 it's around, the widgets screen is frequently used.

 I don't mind enforcing the state through a plugin, but a 3-liner of
 pointers could definitely be useful -- this area of WP isn't the best
 documented.
