Comment:

 Just adding myself to the CC list, as this is a pretty severe regression
 for me.

 I used to create a hierarchy of pages with the uppermost parent kept in
 draft mode; "publish" the pages one by one as they were completed; and
 then make the whole thing public by publishing the parent. (I think. I
 could be remembering wrong.)

 Anyway, this is obviously not possible right now. Bit of a pain.

   I suggest that when a parent is hidden, the dropdown on the child is
 pre-selected to "private", and you are not allowed to change it to
 "publish".

 Two cents: the only problem I see with this is that it would then be
 highly troublesome to make a private page with many private descendants
 public. Adding a bulk action would reduce the pain here, of course.
