 Curious to know... why couldn't we do something like:

 "Select the time it is at your current location:"

 two dropdowns follow: one for hours, one for minutes (2 options: current
 time +0/30)... we work out the offset from there. end of story?

 It would work without JS, it would remove the huge list of hard to guess
 options, and it also happens to be simpler than some obscure GMT offset
 that not everyone understands.
