A lot of the admin is Javascript dependent. A fallback should be written
if the patch is accepted, I'm happy to do this.

You keep pushing the "standards" line but adherence to standards is not
the point here. For example, HTML is a standard but we don't force people
to write their posts using it. We can and sometimes do provide a human
usable/readable layer in front of standards if there is a perceived
benefit. The idea that raw ZoneInfo names are '''optimum''' as a naming
solution for the user interface is wrong. What I have provided does have
faults, some of which you have pointed out, but that doesn't exclude it
from consideration or make it something that we shouldn't work to improve
on as a UI solution.
