 Gotta agree, I don't think it should send that email by default. Perhaps a
 checkbox on the screen where you are entering the new users information
 that says "send username/password to this email address", with the
 checkbox defaulted to off. Yes, checking a box for every user entered is
 annoying, but less so than manually forwarding the emails and such.
