Comment:

 I've the same issue in all browsers on my laptop. 404 errors and 403
 errors that randomly come and go, for no reason whatsoever.

 I've yet to identify the reason, but figured until now that it was not WP
 related. (I've haven't tested other php scripts, and the issue's random
 nature makes it unreliable to rule WP out before I've used another script
 for long enough.)

 It can't be a loaded server, since it happens on my laptop. Initially, I
 thought it was MultiViews related. Disabling that in all folders led to no
 improvements.

 Googling around, searching for stuff related to a random 404 and 403 with
 apache leads to no results. If anyone has ideas, they'd be welcome.

 Else, the ticket probably close-as-invalid worthy.
