 This is mostly related to BBPress integration.

 WP 2.8 passes $pass_frag into the stuff that gets hashed in
 wp_generate_auth_cookie(). As does BB 1.0-beta. But not the WP 2.7 branch.
 This turns into trouble when trying to integrate BB 1.0-beta with WP
 2.7.1.
