 Just discovered a problem. Strangely, PHP has the plus/minus reversed on
 the Etc/GMT timezones. I'm currently sitting in the GMT-6 timezone as
 described by this map: http://www.worldtimezone.com/ , but to get it to
 show the right time, I have to select GMT+6 (well, +5 actually, since I'm
 in DST right now). The point is that the + and minus are reversed.

 I'm not sure how to handle this properly. I can easily reverse the sign
 correctly, but people might get confused if they want to select an Etc
 timezone.

 Note that this problem is mentioned in the comments on
 http://www.php.net/manual/en/timezones.others.php and I've confirmed that
 it's occurring in this case as well.
