Comment:

 Remember that `comment-page-1` is not always the comment page that is
 shown by default, it depends on the option.

 Anyway, `get_page_of_comment()` is fine, but `get_comment_link()` should
 be smart enough to not add the comment page to the URL if the returned
 value of `get_page_of_comment()` is the same as the default.
